On n'a pas encore compris comment mais un dossier déposé s'est retrouvé sans groupe d'instructeurs. Il y a eu au moins une révision et au moins une réaffectation par un instructeur.
C'est le seul dossier pas en brouillon et sans groupe instructeur (à part un autre datant de 2018 et sans procédure associée).
En attendant de trouver l'origine du bug on rejoue le RoutingEngine pour ce dossier.
